In England, some watercourses are designated as “Main Rivers”. All other watercourses are “Ordinary Watercourses”. The Environment Agency has permissive powers to regulate and work on Main Rivers, and an IDB does not have powers to do works on these watercourses, unless they are doing work on behalf of the Environment Agency.
